Vision:

Sustainable tourism, wildlife and heritage supporting the transformation of the Ugandan society from a peasant to a modern and prosperous Country.

Mission:

To develop and promote the tourism, wildlife and heritage resources for enhancement of Uganda as a competitive and preferred tourist destination, with accelerated sector contribution to the national economy.

Mandate: Policy determination, formulation and implementation, coordination and development of strategies for sustainable tourism development in the country.

Functions

The functions of the Department of Tourism include:

  1. To plan and develop the tourism sector with due regard to the economic, social, environmental and cultural consequences of such
  2. To formulate, promote and monitor implementation of policies for sustainable growth of the sector, in consultation with the private sector and line institutions of Government.
  3. To supervise, monitor, regulate and coordinate the sector.
  4. To ensure compliance with best practices (environmental, social and economic) by tourists, tour operators and owners of the tourist facilities.
  5. To initiate, develop and promote domestic, regional and international cooperation in the field of tourism.
  6. Monitor and evaluate the implementation of the policies, legislation, national plans and guidelines on Tourism.
  7. To support and guide the Uganda Tourism Board and the Hotel and Tourism Training Institute in performing their tasks.
  8. To develop and diversify the tourism products.
  9. To support training of staff in the tourism industry and development of business development services for tourism in cooperation with the private sector among others.
  10. To collect, process and distribute tourism statistics
  11. To liaise with international organizations and any other relevant entities involved in tourist development.
  12. To create and ensure an enabling environment for tourism development.
  13. To create awareness of the tourism industry. 

 

THE DEPARTMENT OF TOURISM - SCHEDULE OF DUTIES

The current Organisational structure of the Department of Tourism Development provides for fourteen positions and four of them are not yet filled.  As such the division of the duties takes into account and matches the positions against the current work load of the department. 

The following are officers of the Department and their respective duties.

COMMISSIONER TOURISM DEVELOPMENT 

Mrs Grace Mbabazi Aulo 

Reports to the Director

Duties

¨      Overseer of Departmental activities

¨      Coordinating the formulation and review of sector policy and
regulatory functions:

¨      Coordinating enforcement of laws and regulations and propose amendments for tourism development.

¨      Ensuring implementation of International and regional treaties in the tourism sector.

¨      Ensuring proper planning for investment in the sector.

¨      Managing financial and physical resources of the department.

¨      Ensuring effective management, guidance and supervision of the tourism sector.

¨      Coordinating the operations of the Statutory Institutions under the Department.

¨      Any other duties.

 

AG. ASSISTANT COMMISSIONER

   Mrs. Rosemary Kobutagi Twinomugisha 

Reports to the Commissioner

Duties

¨      Ensure effective implementation of government policies on tourism development.

¨      Responsible for quality assurance in the tourism sector

¨      Promoting national and international investment in tourism

¨      Coordinating development and promotion of MICE tourism.

¨     Represents the Department on the Ministry’s Training Committee

¨     Handling East African Community (EAC) matters on Quality Assurance.

¨     Handling Uganda Tourism Association matters

¨      Secretary to the Tourism Coordination Committee.

¨     Any other duties as may be assigned

 

PRINCIPAL TOURISM OFFICER

Mr. Vivian Lyazi 

Reports to the Assistant Commissioner

Duties

¨      Coordinating development of tourism plans

¨      In charge of Budgeting  in the Department

¨      Responsible for developing and promoting domestic tourism.

¨      Coordinating the development of water based tourism

¨      Monitoring and evaluating tourism sector performance.

¨     Liaising with UBOS, Bank of Uganda and other stakeholders in providing statistical information for tourism planning.

¨     Planning and coordinating tourism statistics at national and regional levels.

¨      Establishing and maintaining the Tourism Satellite Account

¨      Developing national tourism standards/regulations and guidelines

¨      Any other duties as may be assigned.

 

 

SENIOR TOURISM OFFICER

Ms. Awori Anne Teddy

Reports to the Principal Tourism Officer

Duties

¨      Coordinating with districts on tourism matters

¨      Coordinating programmes for government sponsored guests

¨      Assist in coordinating development and promotion of MICE tourism

¨      Coordinating the development of Golf-tourism.

¨      Representing the Department on preparations for national Celebrations and Events

¨      Supervising the activities of Uganda  tour operators and travel agents (AUTO & TUGATA)

¨      Handling World Trade Organization General Agreement on Trade in Services (Tourism) and other trade issues.

¨      Providing policy guidance, technical advice and support for the integrated growth of the tourism to all stakeholders in the tourism industry.

¨      Any other duties as may be assigned

 

SENIOR TOURISM OFFICER  

Mr. Fred Kyeyune

Reports to the Principal Tourism Officer

Duties

¨             Coordinate the creation and maintenance of a data bank of tourism statistics.

¨             Assisting in the establishment and maintenance of a Tourism Satellite Account

¨             Prepare, analyze and disseminate tourism statistics

¨      Coordinating with UNWTO on tourism Barometer

¨      Any other duties as may be assigned

 

SENIOR TOURIST OFFICER    

Ms Harriet Kiiza

Reports to the Principal Tourism Officer

Duties

¨      Supervising the hotel and restaurant sector

¨      Coordinating the development of agrotourism

¨      Assisting in coordinating the budgeting process for the department

¨      Assist coordination of domestic, regional and international cooperation in the field of tourism.

¨      Providing coordination support for District Tourism Development Association activities.

¨      Responsible for promoting the MICE tourism segment

¨      Assisting in developing national tourism standards/regulations and guidelines.

¨      Assisting in destination planning and tourism product development in districts.

¨      Gender focal point officer

¨      Any other duties as may be assigned

 

TOURISM OFFICER

Mr. Jimmy Kigozi

Reports to the Senior Tourism Officer

Duties

¨      In charge of tourism data collection, analysis, compilation, and information dissemination.

¨      Coordinating development of tourism projects

¨      Represents the department on the MTWH Budget Committee

¨      Compiling periodic reports from the Department.

¨      Coordinating with tourism private training institutions

¨      Provide support in coordinating with the Uganda Tourism Board on tourism marketing and promotion.

¨      Assisting in planning and coordination of tourism in districts.

¨      Assisting in preparations for national Celebrations and Events

¨      Secretary to tourist vehicle vetting committee

¨      Any other duties as may be assigned

 

TOURIST OFFICER

Mr. Ronald Mubiru

      Reports to the Senior Tourism Officer

Duties

¨      Coordinating, developing and promoting Ecotourism

¨      Exploring avenues for joint development of the tourism industry with other organizations

¨      In-charge of research, monitoring the impact of tourism project’s activities, measurement and evaluation of outcomes.

¨      Assisting in development of tourism plans

¨      Responsible for the Tourism Business licensing

 

¨      Conducting tourism projects feasibility studies

¨      Liaising with Uganda Wildlife Authority and other Institutions on issues related to sustainable tourism development in protected areas.

¨      Preparing procurement plan, and department’s work plans

¨      Responsible for destination marketing and branding (organizing special and seasonal events and festivals)

¨      Supervising the Community tourism association’s operators (UCOTA).

¨      Any other duties as may be assigned

  Tourism Officer

Mr. Paddy Ssentongo

Reports to the Senior Tourism Officer

Duties

¨      In charge of the department information bureau

¨      Assisting in collection of tourism data

¨      Assist in development of tourism projects

¨      Posting tourism information to the Ministry website.

¨      Representing the Department on MTWH Newsletter committee

¨      Handling issues of tour guides (Uganda Safari Guides Association)

¨      Assisting in promotion of the MICE tourism segment

¨      Assisting in Promoting national and international investment in tourism.

¨      Assisting in coordinating the development of tourism plans

¨      Secretary to Departmental meetings

¨      Any other duties as may be assigned
